It looks like parliament in the UK, which shows how much influence Rome once had on western civilization.
I wonder if it get continuously confused with the Rostra.

They are nearby and serve similar purposes. And it was the Rostra and not the Senate hall, if my memory is correct, that the head and hands of a recently slain Cicero were displayed.
